Deborah Heater is an attorney with 25 years of experience advising leadership on Compliance, Organizational Development, and Human Resources programs.  Deborah’s experience includes Chief Officer for Human Resources for Cincinnati Public Schools, a district of approximately 5,000 employees and over 36,000 students. She was responsible for Human Resources legal compliance. As the compliance officer, she was the first reviewer of harassment, discrimination, and Title IX compliance complaints.

She served as Director of Human Resources and Organizational Development for the University of Cincinnati - Blue Ash. Her responsibilities included policy compliance and coordinating sexual harassment reviews with the provost office. She later served as the Vice President of Human Resources and managed the Leadership Institute for Columbus State Community College, one of the largest community colleges in the State of Ohio.  She helped structure the Title IX policy and compliance policies and procedures. She also provided training on threat assessment and behavioral intervention cross-functional review process.  For 19 years, she has taught leadership development and management best practices.
